Arizona Smart Growth Scorecard


Development decisions by local, regional and Tribal governments have considerable influence on our quality of life and that of future generations. The Smart Growth Scorecard strengthens the ability of local officials to plan for growth and development by encouraging more comprehensive strategies leading to smarter land use decisions.  

The Scorecard was developed by a multi-agency team with significant input from public and private stakeholders, including meeting with communities, counties and regional governments and other stakeholder groups over a two-year period.

Participating state discretionary grant and loan programs include the Scorecard in several different ways.  For some programs, a Scorecard completed by a municipality or county must be included or referenced in the program's application to be considered administratively complete, regardless of the score.  Other state funding programs award additional incentives to communities growing smarter and technical assistance to those needing support. Communities and counties with limited financial resources that have had difficulty making investments in advanced planning are eligible for state discretionary funds. Additionally, many state funding programs offer assistance to build the capacity of communities and counties that score in the lowest category. The multidisciplinary
Smart Growth Interagency Committee (SGIC), comprised of representatives from fifteen state agencies, also provides planning expertise, tools, training and assistance to help local, county, and Tribal communities achieve higher scores on future Scorecard assessments.

Smart growth questions are applied differently to three categories of community and county populations. The community sizes are based on the Growing Smarter statutes (A.R.S . §
9-461.05 and §11-821) using state population estimates for the last five years to reflect current trends. Additional criteria applies to larger jurisdictions, acknowledging that planning and funding differs amongst communities and that the level of technical and financial resources available to small, mid-size or large towns, cities, counties and Tribal governments may be significantly different in a state as diverse as Arizona.

Cities, towns, and counties must complete the Scorecard to participate in applicable state funding programs.  Citizens, nonprofit organizations, special districts and private entities must reference or submit the community Scorecard for where their project is located.  This approach is designed to encourage a broader dialogue about smart growth policies and to ultimatley encourage greater implementation of smart growth practices.
