Community Energy Planning (CEP)
To encourage and assist in the development and implementation of community energy planning for all Arizona communities, the Arizona Department of Commerce Energy Office has established the Arizona Community Energy Planning (CEP) Program that aims to assist and train communities on energy infrastructure planning. The Arizona CEP Program will help communities develop the necessary tools to engage in local energy infrastructure planning by providing them technical assistance. The CEP Program will offer a unique opportunity for Arizona’s local government officials and staff to learn more about the key components of energy planning and the importance of incorporating energy goals and policies in local planning and zoning documents.
The Arizona CEP Program will result in communities developing and implementing local Community Energy Plans, as well as the adoption and inclusion of energy planning and infrastructure goals in local community planning documents and energy codes.
Communities that participate in this program will be better prepared to implement community-wide energy efficiency and renewable energy improvements as identified in their CEP. Communities will be able to fund their energy improvement projects in different ways. The communities themselves can contribute monies through bonds, taxes, capital improvements, energy service companies (ESCOs), or other special financing. In addition, the Energy Office can help communities apply for other state and federal grants.
