About Us The Office of Innovation and Technology, part of the Workforce and Business Development Division, serves as a catalyst to accelerate the growth of emerging technology businesses throughout the state. Our History In 2003, Governor Napolitano established the Council on Innovation and Technology and charged it with developing strategies to improve Arizona’s knowledge-based economy. The Governor’s Council developed a strategic blueprint that is focused on advancing Technology Commercialization, Capital Formation and Technology Business Infrastructure enabling Arizona to become a global leader in innovation and technology research, development and product creation.
